The E18 assignment in Zagreb provides a unique opportunity/challenge to implement the winning entry into the Urban development plan and, consequently, a chance for physical implementation. The new residential intervention in Klara should become an accelerator/generator of positive changes in the wider area of ​​this fragmented peri-urban part of New Zagreb, currently burdened by social, economic and cultural inequalities. Following the topic of Re-sourcing, new scenarios can revitalize the wider community and the new neighborhood can thus become an integrating factor of yet undefined layers of urbanity, creating a new spatial identity.

Based on Europan's long tradition of contemporary housing topic, The Zagreb site is once again focusing on residential architecture, which should also bring fresh and new perspectives and architectural breakthroughs. The project of a new affordable housing community with accompanying public and social amenities, sports and recreational and green park areas, represents a challenge for testing innovative models of inclusive, sustainable and resilient residential neighborhoods.

The city needs new architectural concepts within the framework of local urban rules and proposed standards of space, and competitors are invited to deliver original housing typologies that could transcend the framework of the site and become universal typological guidelines.
