Urban City Strategy

The town of Landshut is an independent town, regional centre, and capital of the Lower Bavaria administrative district. With its eleven districts, the city has a population of about 72,700.
Long term, the city of Landshut aims to implement an urban development plan. The future intention is not only to react to existing circumstances, but also to direct the town’s development positively, on the basis of targeted research and operating procedures. This also includes early involvement of citizens in various issues affecting the town. A new concept for the former prison could thus also form part of an urban development process that links new ideas with historical settings and thus redefines the approach to the city.

Site Definition

The subject of the competition is the site of the former Landshut correctional facility on the edge of central Landshut.
The prison was built in 1905–07 as a modern, medium-sized prison with space for 180 prisoners, and the complex has been a listed building since 2012. It stands on the main development axis leading to Landshut’s historic town centre from the south, and work on the project should take this context into account. However, the project site needs to be approached with an open mind. All uses are conceivable.
Since ceasing operation in 2008, the existing building has only been used temporarily, and has been completely empty for several years. The aim of the competition is to transform the building and the site, to open it up and integrate it into the city, to design a process for this transformation, and to define new programs.
What are needed are innovative ideas on how to deal with the old building. The study site includes the Isarpromenade, the directly adjoining Grieserwiese, the park and a large event lawn, the access area to the historic town centre and the upper part of the town (Dreifaltigkeitsplatz), and Trausnitz Castle.

How Must Metabolism and Inclusivity Be Developed and Connected?

The competition sets out to demonstrate innovative ideas for the future development of the study site (red area) and, in particular, the project site (yellow area). This corresponds to the scale levels S/M and L in the Europan Europa statutes.
The aim is to develop a suitable utilization program and translate it into an outstanding architectural, urban planning, and open space planning solution.
Under the Europan 16 title ‘Living Cities – Lebendige Städte’, sustainable, mixed, and socially integral urban environments are to be created. Corresponding statements are desired on the spatial and programmatic linkage with the city as a whole, on the possible participation of the population (stakeholding), on new mobility, and on the topics of ‘dynamics of the circular economy’ and ‘dynamics of integration’. The aim is to make the place livelier and more attractive again in the long term. However, the town does not want to commit to a specific use in advance. All ideas and implementations are conceivable. Approaches seeking to generate a high amenity value and innovative ideas on programmatic occupancy, opening up the site, and long-term integration into the urban fabric are also desirable.

Is there a drawing for topography lines? There isn't one in the topography file, neither in the general drawing.

Can we consider demolishing ‘Das Zeughaus’, if we relocate its program to a different area within the study site?

The armoury is privately owned and cannot be removed.
In addition, necessary renovation measures are currently being carried out. Therefore, this building should be left as it is.

What is the tent-like structure at the southern tip of the Grieserwiese?

There is a toilet block in the southern part of the Grieserwiese directly on Wittstraße. It has a section for paramedics. This building is only accessible during large events.

What is the use of the former district court? (Innere Münchner str. 2)

This is an administrative building of the Government of Lower Bavaria. Department of Economics.
The building is not part of the project area. The project area only includes the old correctional facility.

Where is the Art Nouveau pavilion in the park mentioned in the competition?

 

The pavilion is located between Hans-Walch-Weg and Isarpromenade.
You can also find current maps online via "BayernAtlas". Here the pavilion is shown with a grey dot. Also on Google Earth under "Jugendstilpavillon Landshut".

What will happen to the refugee shelters? We are not supposed to consider them, but will there be alternatives?

The shelters are temporary buildings of the Free State of Bavaria. They should be dismantled again at some point.
We do not have an exact date for this. Nor do we have any alternatives.

Many of the links given in the letter do not work (e.g. link to mobility), could you check this again?

Landshut has a new homepage. It is therefore possible that the original links may no longer be available. Under the online search e.g. "Landshut Mobility Management" you will get to the desired page of the new website.

CAD/documents: In floor plans and elevations, no height quotients and no parapet heights etc. are given. A section is not enclosed. Can building sections and, if applicable, terrain sections still be provided?

Terrain sections and building sections have already been provided. Further CAD/documents of the old correctional facility are not available.

What is the existing construction of the building (ceiling construction of the cells etc)b (and in what condition)? Fire protection?

Basically, all walls are designed as load-bearing walls. Since a ceiling renewal is also very likely, the load-bearing structure can be

JVA 2nd basement: what is the construction on the northwest side with the workrooms and should this be considered? (The building does not coincide with the refugee accommodation).

In the past, the prisoners' workshops stood in the courtyard of the old prison. After the prisoners moved out, discos were held there at weekends. The workshops have not existed for some time. Instead, the temporary buildings for refugee accommodation were created there in 2017. These are not to be taken into account as they will be dismantled at some point. However, a precise date for this cannot be named at present. However, the useful life has been set at a maximum of 10 years.

 

JVA view northwest: what is the construction on the northwest side and should it be included? If not, could a full view of the JVA be provided where the pavilion does not obscure the view of the JVA? (The building does not coincide with the refugee accommodation).

In the past, the prisoners' workshops stood in the courtyard of the old prison. Today, there are temporary buildings for refugee accommodation. These are not to be taken into account and can be planned over.
Unfortunately, a view without this single-storey building does not exist.

Since there is no google street view for streets directly above the site - Gratzberg, Klopflgraben and Innere Munchener Streets, can you please upload more site photographs detailing this side of the plot?

We only have the photos attached to the tender documents. The site visit film should show some of the areas you are asking for. 

What is the architectural and historical value of the newly added buildings on the site, apart from the old prison building? should they be kept and reused or demolished?

In the past, the prisoners' workshops stood in the courtyard of the old prison. Today there are the temporary buildings of the refugee accommodation. These are not to be taken into account. They will be demolished.
The project area only includes the site of the old prison (U-shaped buildings). All other buildings that have stood on the site over the years no longer exist.Even if some of them are still shown in old planning documents. See Annex 1 (Innere Münchener Str. 4 = old prison building, to the northwest the two buildings marked "grey" = temporary refugee accommodation).

 

Can you upload the video of the site visit?

What is the load bearing structure of the old prison building? Which walls can be demolished? Can we make strategic holes on the facades, considering its historical and architectural value?

Basically, all walls are designed as load-bearing walls. Since a ceiling renewal is also very likely, the load-bearing structure can be changed.

And yes, holes are possible. 

Is there any additional information on whether the two buildings on the site (courtyard)  can be demolished? 

The temporary buildings of the refugee shelters in the courtyard do not  have to be taken into account, they can be overplanned.
