1. How do you define the main issue of your project in relation with the theme “Living Cities Imagining architecture taking care of the milieus”? And in which way do you think your project can contribute to an ecological and/or social evolution?
Our project defines the framework for the creation of a new habitat based on the preservation and enhancement of existing environmental values, whilst collective interaction is encouraged through a place-making strategy organised around three scales (5, 10 and 15 minutes walking). This sets a clear connection with E17 theme, where ecological and social issues are complementary aspects for a ‘living city’.
2. How did the issues of your design and the questions raised by the site mutation meet?
We are very interested in how qualitative urban spaces are capable of integrating multiple and heterogeneous factors in the same context in a suggestive way. This takes importance in our project, since the high density requested does not condition the implementation of an urban fabric with excellent environmental qualities. We saw this question as a true opportunity to reconcile the city and the countryside interwoving the built and the unbuilt in a cohesive way.
PROJECT:
We treat these issues frequently in our professional practice. However, our inspiration comes mainly from our direct experience of the city, most of the time from anonymous places that have become exemplary over the years. We try to observe what makes them somewhat environmentally and socially successful (sizes, activities, materiality...) and always have in mind places we would like to experience.
SITE:
We understand our role as ‘facilitators’. Our goal is to set up an exciting horizon, a clear framework for others to work on our ideas as if they were their own. Our project comes from a holistic approach, where the relationships between different spaces and functions are essential. The specific formalisation proposed is fully adaptable to the requirements of the process, allowing the final result to be an improved and consensual version of the project.
REFERENCES:
We come from two complementary approaches: the private sector (Samuel is a partner at JPAM City Makers) and the public sector (Paloma works with Barcelona’s Metropolitan Area administration - AMB). We believe that the city only evolves positively when as many agents as possible work in close collaboration. This aspect influences directly the way we understand urban design, tending to see our contributions as something that is part of a bigger picture.
6. How could this prize help you in your professional career?
We have been working mostly in Barcelona and its metropolitan area for some time already. Being able to explore such an interesting, dynamic and different context as the city of Vienna is of our utmost interest, hoping to find new ways to understand how a contemporary metropolis should be projected and managed. We just hope to learn a lot!

Paloma Mosto and Samuel Llovet were shortlisted in the Europan 16 edition (Aalst - Belgium). Samuel Llovet has won the Special Mention prize in the Europan 13 edition (Marl - Germany). As partner of JPAM CIty Makers studio, he has won and implemented several projects, highlighting the Manuel de Solà-Morales Urban Planning Prize (Special Mention) for Sant Boi de Llobregat’s “mountain neighbourhoods” masterplan and the 1st prize for the transformation of the Gran Via/Ronda litoral infrastructural junction, both in the metropolitan area of Barcelona.
