How can the site contribute to the adaptable city?
In the course of the upcoming Bundeswehr reform, in October 2011 Donauwörth Town Council was informed that the local military base was to be closed down. The site of the former Alfred Delp Barracks in the Parkstadt district was no longer needed for army purposes and the last soldiers were scheduled to be withdrawn from the site by the end of 2013. Donauwörth Town Council is thus faced with the task of finding a new use for the barracks site. To what extent can existing buildings put to new uses? What new structures can be developed if existing buildings have to be demolished?
City strategy
The main urban planning task is to interlink the vacated military site with the adjoining Parkstadt and the residential area on Schellenberg. Furthermore, the links between the site and the Old Town are to be improved. A vibrant living and working neighbourhood is to be developed that takes into account energy-saving and ecological requirements whilst accommodating cross-generational, recreation and leisure needs. For this purpose ideas and concepts are to be found within the framework of the Europan 12 competition. A robust overall concept is called for that enables phased development.
Site definition
The Alfred Delp Barracks occupy a total area of approx. 30 ha on the Schellenberg, a foothills of the Jura and are situated approx. 100 metres above the centre of Donauwörth. The competition site for the previous Europan 9 Competition lies about one kilometre to the north-west of the barracks. The army site is bordered on the south side by a residential area on the Schellenberg and on the north-west by the Parkstadt residential district, designed on the drawing board between the 1950s and 70s. To the west of the barracks, opposite the main gate, is the public open air swimming pool. Agricultural land adjoins the site on the north and east sides.
Adaptability: main elements to take into account
The competition area is to be redeveloped as an urban living and working neighbourhood. Additional opportunities for sport, leisure and recreation are offered by the proximity to the open-air swimming pool and location of the site between the single-family housing area on Schellenberg and the Parkstadt residential area. Existing structures can also be given a new lease on life. A special emphasis must be placed on the links between the neighbourhood and the historic Old Town. The topographical situation and dividing effect of the main road must be taken into account. Phased redevelopment will be required in view of the size of the site, and to ensure that the demand for accommodation on the Donauwörth housing market is satisfied. This calls for a solid urban planning concept that is capable of being flexibly adapted to changing conditions. Urban planning, economic, traffic, landscape planning, demographic, social and cultural analyses of the site are available. These may be used as a basis for the development of alternative uses for different, even temporary scenarios. How can the redeveloped site – with the integration of the existing buildings and an effective link to Donauwörth’s Old Town – attract new residents as a lively neighbourhood with appealing accommodation and future-oriented building typologies?

A preliminary analysis "Städtebaulicher Denkmalschutz Donauwörth" will be published on the webpage of the city soon. It is still work in progress. You may find historical plans in this analysis document but they show only the inner core of the city. The Schellenberg and the barracks were developed in the 1950ties.
Auf der Homepage der Stadt Donauwörth werden demnächst vorbereitenden Untersuchungen „Städtebaulicher Denkmalschutz Donauwörth“ hochgeladen. Dies ist derzeit in Arbeit. Future - How is the demographic development in Donauwörth ? Zukunft - Wie ist die demografische Entwicklung in Donauwörth?
At this moment, Donauwörth has about 18.500 inhabitans. The population figure will rise up to a maximum of 19.000 in the year 2020. It will stagnate or possibly fall due to the demographic change.
Derzeit hat Donauwörth etwa 18.500 Einwohner. Bis ins Jahr 2020 wird die Einwohnerzahl maximal auf 19.000 Einwohner anwachsen. Danach wird die Zahl stagnierend, ggf. auch wieder absinken bedingt durch den demografischen Wandel.

Because of the military use of the buildings floor plans are not available. In the folder new docs after launch you will find a data-sheet with all available information about the buildings: DONAUWOERTH-DE-PS-M2.pdf.
Are green areas, located at the west side of the highway, property of the municipality? Or are them private? What are the uses classification? The green areas are partly in city property. They are green (free) spaces. Building on them is not desired because of the noise situation and the fresh air aisle. Along the paths are different benches.

While visiting the area we could not enter the site and look closer at the building, but it seems to look great and very interesting. The city bus line 1 connects the area to the public transportation network. There is one stop near the barrack entrance. Another stop is in front of the bath.

The ground monument south of the parking space of the bath reminds of the battle at the Schellenberg. Here the foundation of the former stronghold is viewable. In the Bavarian monument list the ground monument is described as "Frühneuzeitliche Sternschanze".

Entre-temps L'adaptabilité, c’est aussi donner aux procédés d’élaboration d’un projet la possibilité d'intégrer de façon créative l'incertitude, le manque de financement, le rôle inconnu de la compétition du site donné à l'avenir, ou même les transformations territoriales de longue durée qui l’affecteront.
Comment, en effet, la « période d'attente », avant la mise en œuvre d'un projet, pourrait-elle être structurée de manière à faciliter des scénarios multiples, à impliquer de nombreux acteurs, à permettre enfin des transformations éventuelles de la vision initiale des aménagements urbains ? Dans un tel cas, l’adéquation et l’intelligence du projet pourraient être assurées par des procédés de toutes sortes façonnés en continu par la dynamique du contexte du territoire. En d'autres termes, il s’agirait de laisser le temps au projet d’évoluer de façon organique, de croître tel une plante enracinée dans le site-même.
