How can the site contribute to the productive city?

The Port of Trelleborg has just expanded and moved to the eastern part of the city and Trelleborg is facing its greatest challenge ever; how to transform itself from a Port City to a Coastal City.
The industrial heritage, the existing structures and the long quays provide conditions to create something much more interesting that just another sea-front development. Together they provide conditions to build a city where housing and production co-exists, next to the sea.

City strategy

Trelleborg strives to diversify, economically and demographically. Improved infrastructure and making use of its beautiful coastal location are parts of this strategy. The target is to become a coastal city.
A campus will be established in the city bringing inbound commuters, students and academics. A new terminus already makes commuting from Trelleborg to Malmö, Lund and Copenhagen feasible. Small town qualities as well as water front living would be among the attractions for new residents and commuters. As a step in this process, big investments have been undertaken by the Port to move its docks east and a new ring-road and logistics centre outside the city proper will be built in the coming years.

Site definition 

The relative size of the project site is enormous, compared with the existing city. The site is made up of reclaimed land with–among other structures–a fairly new 30 000 sqm warehouse that’s worth preserving. Large surfaces are paved over or covered with concrete foundation.
There’s about 5 km of quay and shoreline and on the southern tip of the location is a mound of dredge spoil that’s no longer in use and is currently used as a public lookout point.
The site has a southern orientation with an unobstructed view towards the sea and consequently, that means it’s sunny but also very wind exposed.

How is Production Considered in the Urban Diversity Program?

There has long been the ambition in the city centre to have a mix of programs, to make it attractive and reduce car transport to establishments outside the city.
There is a similar ambition for Sjöstaden, to create a mixed city. However this will be a mix with focus on the co-existence of housing and light production, which puts a lot of questions on the table.

- How can the city’s current identity as a productive / working city be developed or reformulated with Sjöstaden?
- What kind of production is not just possible, but would also contribute to this new identity?
- How can elements of production enrich the streetscapes?
- How to utilize facilities already present at the site with new uses?
- What kind of production can benefit from the proximity to water and the quays?

To loop back to the first and maybe most important sentence in this brief; how can the element of production support the transformation from a Port City to a Coastal City?

Is it allowed to show the phasing in a series of separate diagrams rather then colouring the 3 shades of grey on the Structure Plan? the colouring is confusing and implies a linear phased development.

The aim with the color coding is to make the proposals easy to compare and not to forget the time aspect of growth.
However, no proposal will be disqalified if it choses another mode of presentation.

Is it possible to have a map with the location of the already existent pipes?

Yes, we will upload this document in the Complete Site Folder, in "New Docs After Launch".

When does the process of decontamination of the polystyrene factory end?

The ground within the factory plot is cleaned. The area under the factory buildings have not been taken care of. There is not at timeplan yet. Depends on what is suggested in the short time perspective.

To what extent should we consider the work done for the FÖP 2025?

Relate to the figure of time perspective on page 16. The time frame for FÖP 2025 has been extended to 2028. The areas marked with  “New mixed city development” should be built with 700 living units + commerce between 2024-2028.

Should the three pictures in the submission requirements also be represented on the A1: s? Or can the three pictures be in addition to the A1:s?

All material must be presented on the 3 A1 panels.

Should panel 1 contain: -A Structural plan with time dimensions -A Cross section -Diagram+ section in any scale? And, if so,is the content of the other panels optional?

Short answer: yes.

If we do not think of the new neighborhood as a regular grid city with clear quarter structures, Is it still important to use specified colors in the submission list. Colors for the "Structural Plan"?

Will the rails next to Kuststraket entrance continue to have a function after the relocation of the port?

The rails are used about 4 times a day at the moment for transporting goods within the harbour area. They have not been allocated a use after the harbour move. The Trelleborg Central station is an end station which ends in an indoor hall.

“Location of kindergartens shall be integrated (each unit with space for 72 children in four departments with 40 sqm outdoor space, school yard etc. per child)”. How many total sqm are needed and should they be distributed on 4 different locations?

The quote from the program describes the propriate size of ONE Kindergarden. When dimensioning the total amount of Kindergardens, there are different guiding numbers:

- When 10% of the housing units are "big" then 1 child in Kindergarden / inhabitants;
- When 50% of the housing units are "big" then 5 children in Kindergarden / inhabitants;
- When 10% of the housing units are "big" then 10 children in Kindergarden / inhabitants.

Big means suitable for a family. Each child generates an estimated 15 sqm indoor space and 40 sqm outdoor space.

Will the oil tanks continue to be used as such after the interventions?

No, they are not planned to be used as oil tanks.

“The new areas will generate a total of 8,325 people (3,000 + 700 dwellings) x 2.25 people / housing). That is a 40% increase in the population of the city (2016)” – Regarding the 3,000 dwellings for the new inhabitants, is it possible to know the equivalent in sqm for this intervention? Is there any standard which regulates sqm/inhabitant?

There is no standard tha regulates density as such.
Regarding the total sqm or, put in another way, the average size of the dwellings; there is no program as for now for what kind of housing for the area. The competitor has to form her or his vision based on the program and other information.
The 3,000 dwellings are political ambitions based on very early and schematic studies. It is up to the competitor to find an appropriate typology/typologies that can host this amount of dwellings, but also to to critically evaluate this number.

De nombreuses anciennes aires industrielles dans et autour des villes sont vacantes. Les bâtiments sont abandonnés, les activités se sont déplacées ou arrêtées, et les sites sont aujourd’hui des friches industrielles. L’obsolescence est le dénominateur commun de ces sites, et leur avenir est incertain. Mais on rêve de les voir éclore en nouveaux quartiers urbains vivants. Et pour éviter la gentrification opérée dans de nombreux projets de renouvellement urbain ces dernières années, ne faudrait-il pas réintroduire sur ces sites… des activités productives ? Parce que ces lieux furent jadis industriels et reliés à la ville. Et parce qu’on veut une ville réellement mixte, ce mélange incluant également l’économie productive.
